Young male drivers are forty times more likely to be found guilty of dangerous driving or causing bodily harm with a car than women in the same age group.
Government statistics just released show that 1,791 men aged between 17 and 21 accounted for 5,260 of the total number of convictions for the two most serious driving offences.
This represents 32% of the total number of convictions and the largest single group of drivers.
Women in the same age bracket accounted for less than 1%, with 47 females between 17 and 21 found guilty of these driving offences in the same period during 2006.
A spokesman for the Department for Transport said: "This is a serious concern and one that the government is working to solve, with the help of the police and other agencies."
