Ian Taylor came home to find his car had been clamped - for having a rear wheel two inches over his driveway.
Mr Taylor's car was legally registered as off the road and was parked on his drive, but clampers noticed the rear wheel was just protruding over the boundary.
The Ford Fiesta was impounded and clamped by the DVLA for not having road tax.
A fine of £280 was sent to Mr Taylor, 40, to have the car released.
However, rather than hand over the cash, Mr Taylor attacked the car with a disc cutter and sawed it in half.
He then said the DVLA clampers could remove the rear half of the car as that was the section sticking out into the road.
The police were called and ten officers arrived, along with a fire engine.
No action is being taken against Mr Taylor and the DVLA has since said he can keep the car, which was bought for £50 for his stepson to repair.
Mr Taylor said afterwards: "These people are petty and won't listen to reason. It was a drastic step, but I stand by my actions."
